On January 12, 2012, NTEU and IRS AWSS Employee Support Services, Payroll and Personnel Systems reached agreement on the Department of Treasury’s recommended cost saving transition from the EEX (Employee Express) system used to process payroll actions to the NFC’s EPP. The recommended change/transition from the EEX to the NFC’s EPP is expected to result in a projected annual savings to the Department of Treasury of $750,000 per fiscal year, of which $650,000 will be from the IRS. The IRS has delayed the implementation of the transition from the originally proposed date of October 1, 2011, to April 1, 2012, so that certain system modifications/additions could be made to the NFC’s EPP so it could be fully functional for IRS employees. The NFC’s EPP will also allow employees with 24-hour access to their information. The transition from EEX to the NFC’s EPP will impact all NTEU Chapter 49 represented employees.
The NTEU AWSS Transition from EEX to the NFC’s EPP MOU provides, among other things the following benefits and protections for you:
Electronic distribution of the MOU to all bargaining unit employees, plus a copy of the MOU posted on the Employee Resource Center (ERC), a hard copy distribution to employees who do not have routine access to the IRS Intranet;
A reasonable amount of administrative time to review the MOU and the opportunity to discuss the transition from the EEX to the NFC EPP during regularly-scheduled group meetings;
Delay in implementation of the transition to the NFC EPP until IRS is able to provide NTEU with specific written notice that the NFC EPP includes the ability for employees to initiative, change, or cancel discretionary allotments, and the ability to make changes allowed by FEHB qualifying life events;
Within sixty (60) days of implementation of the transition from EEX to the NFC EPP, employees will be able to request and will not unreasonably be denied a reasonable amount of duty time to complete any requirements necessary for initial set up of their NFC EPP account. Employees who do not have routine access to a government-issued computer (i.e., W&I) may request and will not be unreasonably denied, additional time from their managers to set up their NFC EPP accounts.
Agreement that employee’s completion of discretionary payroll actions via the NFC EPP constitutes an appropriate activity that may be performed on government-issued computers, at business centers, and kiosks pursuant to Article 11, Section 21 of the Parties’ 2009 NA II and the IRS policy on limited personal use of government resources; and
Agreement
that IRS will ensure that if an employee is incapacitated and unable
to access NFC EPP that the employee’s designated representative
(e.g., spouse, attorney, conservator, etc.) will be provided access
to or the ability to obtain copies of the employee’s payroll
information.
